Nicholas Koumjian

Head of Myanmar Mechanism, Nicholas Koumjian (United States), officially commenced his functions on 1 July 2019.
Mr. Koumjian joined the Myanmar Mechanism with 35 years of experience as Prosecutor, including almost 20 years of experience in the field of international criminal justice.
Mr. Koumjian served as the International Co-Prosecutor at the Extraordinary Chambers in the Courts of Cambodia from 2013 to 2019. He previously served as Trial Attorney at the International Tribunal for the former Yugoslavia, as DeputyMore
General Prosecutor for serious crimes in Timor‑Leste, as International Prosecutor in the War Crimes Section of the Prosecutor’s Office for Bosnia and Herzegovina, and as Principal Trial Attorney and Senior Appeals Counsel in the Special Court for Sierra Leone. He was the Principal Trial Attorney for the trial of Charles Taylor, and assisted victims from the Ivory Coast on a pro-bono basis. He also represented Abdallah Banda and Saleh Jerbo before the International Criminal Court in a case involving the situation in Darfur. In addition, he also worked as a Prosecutor in the United States and has professional experience in the fields of international human rights law and transitional justice. Mr. Koumjian holds a Juris Doctorate degree from the University of North Carolina and a Master of Business Administration from the University of California, Los Angeles.

Kyle Matthews is the Executive Director of the Montreal Institute for Genocide and Human Rights Studies at Concordia University. His work focuses on human rights, international security, social media and emerging technologies. He works closely with the Global Parliamentary Alliance Against Atrocity Crimes and has advised Members of Parliament on issues related to international peace and security.More
At Concordia, he founded the Digital Mass Atrocity Prevention Lab, the Artificial Intelligence and Human Rights Forum, and the Global Digital Authoritarianism Initiative. He is a member of the Global Diplomacy Lab, a member of the BMW Foundation’s Global Responsible Leaders network, and is a fellow with the Canadian Institute for Global Affairs.

Dr. Rhiannon Neilsen is currently the Cyber Security Postdoctoral Fellow in the Center for International Security and Cooperation (CISAC) at Stanford University, where she is working on her project, ‘Algorithms for Atrocity Prevention’. Previously, she was a Postdoctoral Fellow at the Australian National University and a Research Consultant for the Oxford Institute for Ethics, Law and Armed Conflict (ELAC) at the University of Oxford. During her PhD, Rhiannon was a Visiting Fellow at the NATO Cooperative Cyber Defence Centre for Excellence in Estonia.More
Rhiannon’s research concentrates on cyberspace, mass atrocity prevention, and normative ethics. Presently, she is working on a book manuscript entitled, ‘Cyber Humanitarian Interventions: The Politics and Ethics of Atrocity Prevention in the Digital Age’.
